Thanks for the diff, I still had to do it manually here just in case our docs
differed in any way.

I finally found it in 1.3.7 after looking at the files with a text editor 
and then nosing around in Lyx and tested it out on the Getting Started Guide. 
It tames the numbers nicely except the first page of each chapter is 
numbered on the bottom and the rest are on top. Do you know how to 
make all the numbers on the bottom?
