I favor the latter.  Keep in mind that the PC power supply most likely
isn't the only power supply on a CNC machine.  Steppers or servos have
their own power supplies, and the spindle gets power from somewhere
(maybe just AC line voltage through a relay).  Your "main disconnect"
should turn everything off.  It doesn't have to be fancy.
