this is a real bug, and will be fixed in the next version of emc2. I believe that if you click on the text rather than the checkbox itself, that you will not see this buggy behavior. A restart is not required to recover from this condition. Use System Monitor's Processes tab to find the Axis process. Right click, and choose Kill Process.
