what kind of changer is this?
you will need to use PLC or maybe even a HAL component to track the 
tools etc just like you would for a normal tool changer.

when EMC wants to change tool it output a signal to do so, and waits for 
a finish signal to come back from what ever controls the changer on an 
M06 command
there is also a tool prepare output, which again waits for a finish 
signal - relates to the Txx value of change cycle.
