I dug into this a while back and as I recall most of the recent integrated parallel circuits can sink at least 12 ma, but some can only source 3-4 ma.
http://www.beyondlogic.org/spp/parallel.htm Many cannot source anything close to 14 ma. I've been able to treat them as open collector outputs without problems so far.
