I dug into this a while back and as I recall most of the recent 
integrated parallel circuits can sink at least 12 ma, but some can only 
source 3-4 ma.

Many cannot source anything close to 14 ma.

I've been able to treat them as open collector outputs without problems 
so far.   Even as far as pulling them up to 5volts - even if it is a 3.3 
volt port.
