For jog scale selection, i used tristate_float(9).

http://www.linuxcnc.org/docs/2.4/html/man/man9/tristate_float.9.html

It starts on line 170:

http://git.highlab.com/?p=emc2-config-bp-r2e3.git;a=blob;f=control-panel.hal;h=88e0007c48e798ca193861cabd78a5d2d06e1bd7;hb=HEAD

(My jog increments are 1000x smaller than the units of the machine,
because the jogwheel runs through an ilowpass component that magnifies
it by 1000x.)
