This is identical to a step-servo system, except that there is no mass to deal with, and step pulses out = encoder counts in. You set DIP switch positions 1-4 OFF, as the board was shipped. That tells the board to count step pulses and ignore the encoder inputs. Most USC users use it this way. In fact, if you have a step-servo system, you can switch to open-loop step pulse generation just by flipping the DIP switches. You may then have to change the INPUT_SCALE and PID settings. Same with a stepper system with encoders, you can "turn off" the encoder feedback by flipping the DIP switches.
