I notice that if I switch to absolute arc center mode, your program loads. Maybe your CAM is configured that way.
You will have to update to 2.4.6 to get this ability. 2.3.0 is almost two years old and does not support this. You can find instructions for updating to 2.4 here: http://wiki.linuxcnc.org/ Or you can change your CAM to give arc centers relative to the starting point - this is EMC's default and is pretty universal.
