No!
What I mean is - start with THC component:
http://www.linuxcnc.org/docview/html//man/man9/thc.9.html

But - You need to modify it, because now the offset is calculated from
the virtual encoder velocity, but You need to specify the offset value
manually. IMHO best way to do it is with pyvcp.
