I am not an expert in this area but this is my opinion of what you are
looking at.

A set of linear guides should be installed against a step (shoulder) on the
surface the guides are bolted to.
The arrows should be pointing to the step. The arrows are the direction the
clamp bolts should push the guide against the step.
Just my thoughts.
