Yes except FF1 will be close to 1 but not exactly, and needs to be dialed in first (to compensate for the difference between EMCs clock and the 7I43s clock)

I think P is called for instead if I as P will be a first order correction to position (via velocity) and hence stable (exponential)

A small amount of P (or I) is needed to compensate for accumulating timebase errors and direction change delays
