I don't think the POSITION_FILE works reliably w/ steppers.  When you shut
power off a stepper, it wants to move to a full step position (where it
'cogs').  Power was being applied to hold it at a partial step which is no
longer available.  So when you turn power off, the machine moves slightly.
Thats problem 1.

Problem 2 is powering back up into those same exact micro-step.  AFAIK,
there are no stepper drivers on the market that remember their position.
So it doesn't matter if EMC remembers its last position.  The motor drivers
typ power up at a full step.  AFAIK, there is no way to restore their state
(without stepping them, but you didn't know the state at shutdown anyway.)
So you've lost up to a 1/2 step.

Best (only?) solution is to re-home and continue.
