That package is available in the debian archive on linuxcnc.org, so it 
looks like you do not have the linuxcnc.org debian archive in your apt 
sources.

Take a look in /etc/apt/sources.list and /etc/apt/sources.list.d/*, look 
for a line specifying 'deb http://linuxcnc.org'.  If it's not there, 
then that's the problem.

Did you start with a Lucid install CD from Ubuntu or with the LinuxCNC 
Live CD?

Did you carefully follow the install instructions here?
