I have one of those, tried to run a router in a router table, a 2.5HP 
Porter Cable, with it.  Don't waste your time.

And this of course is not big enough for a 15 HP induction motor.  Of 
course I am assuming its induction since I haven't seen a decent, pm field 
rated at more than 3 or 4 HP. Thee are some on ebay, but controllers are 
not exactly plentiful in that power range.  Please understand that the jump 
from fixed speed induction motors to hand controlled variable speed is a 
far greater jump, than in going from the hand control to a fully cnc 
controlled speed lashup.  If you can control the speed at all, 75% of the 
work and parts are already in place to fully control it from something like 
LinuxCNC.
