You can't run a belt fast *IN* a fluid.  You can run it in an oily
environment like the outside of a car engine.  But to run one submerged it
will 'hydroplane'.  The fluid that fills the gear tooth void must be pumped
out when the belt tooth enters it.  The fluid in a belt has nowhere to go
but out the ends.  Wide belts make the problem worse.  There is a
speed/viscosity limit at which this can no longer happen before the next
tooth is engaging.  Since it is lifting the belt off the gear, the pitch
line increases stretching the belt.  Skipping a tooth or total failure can
occur (the bearings are probably not too happy about it either.)  Chains
have a much higher limit as most are open back designs.
