If the pc doesn't have the ponies, that is entirely possible.  As a test, 
edit your .ini file and double the "base thread" time.  If the machine 
is then usable (it might be slower though) but doesn't freeze, then the 
pc can have a finger pointed at it.

Generally speaking, the intel atom board, with a dual core running at 
1400 to 1600 mhz is close to the minimum needed.  Single core cpu's 
don't often run LCNC well enough to be usable.
