If you mean https://webchat.freenode.net/ that is a URL outside our control. I am connected to IRC right now with a traditional desktop client and that works fine, but the above URL seems to be down for me as well. I found Freenode Staff's twitter account says on November 27 that they were experiencing a DDos attack. The top of the #freenode channel implies that this is still ongoing.
