It might start constant, but it will be filled up by random numbers as people touch-off their tools and their work. This doesn't matter unless the sequence of tool and coordinate touch-offs puts some crazy numbers in the table. But other than that you can just let the tool-table contain junk. But you do need an entry for each T number the CAM system uses. I quite often run G-code with no tool loaded on the mill.
