No, I think this behavior has been there for QUITE some time. Normally, I start and stop the spindle with G-code, when running an actual program. But, when manual machining, I use MDI to start the spindle with M03 S###. Any time the spindle has been stopped by command or program end (M02) or F9, then you need both the command (M03) and set the speed S###. It's been like that since Axis was created, I think.
