I'd cut an undersized spiral down to about 30 thou from the bottom, some few smaller than the desired hole, leaving a few at the bottom uncut to hold the plug. Then expand the cut to the desired size and go all the way thru into a sacrificial materiel. The plug will then have a little room to move when its finally cut thru.

Going that deep I'd rig a mister on the tool and a vacuum to clear the chips. The mister will make a huge diff in the quality of the cut.
