I would try manually installing wish first, I think.

But maybe first download the relevant 2.9.8 .deb file.

Ubuntu 22 is approximately Debian Bullseye, so get the .deb from here:
https://www.linuxcnc.org/dists/bullseye/2.9-uspace/binary-amd64/

I don't think that dpkg installs dependencies, I tend to use apt:

sudo apt-get install ./linuxcnc-uspace_2.9.8_amd64.deb

(The ./ persuades apt to look for a file in the current directory
rather than searching the package lists)
