I cannot reproduce this behavior. I use an UTF-8 system and if I add
non-ascii-chars to vorbis comments they will be written properly.

Dunno if that's a good solution. Probably there are people that use
different encodings for a reason. Sometime ago I had a portable ogg
player that crashed if the tags were not encoded in latin1.
