This may be the simplest solution, e.g., have a stream config file `.emms-streams'. Why automate the download? OTOH, automating the download should be easy, and it's worthwhile. We can provide some functions like `emms-update-streams', to make `.emms-streams' keep updated. GNU Emacs packages are arguably more important and they don't sync automatically. There's a package.el which is trying to solve these sync problems.
