  NAIs in the registry SHOULD NOT contain more than one subdomain.

What is the designated expert supposed to do with this guideline as it relates
to approving the registration?  Since “SHOULD NOT” is not a "MUST", does this
practically mean this part of the review can be ignored by the expert?

 6.1.1.  Deprecating eap-noob.arpa
   IANA is instructed to update the "eap-noob.arpa" entry as follows.
   The USAGE field is updated to add the word DEPRECATED.

Is there a preference to where in the USAGE field the word DEPRECATED is added?
 Should be the prefix?
