Setting outgoing bandwidth on the server to 0 doesn't work as I would expect. This seems to override a client's request to limit incoming bandwidth.
If this is by design, please explain the design rationale. If it is a bug, then perhaps it could be fixed in 1.3.1. Thanks, Matt Wheeler
