do we support 2.2 cluster in 3.1?
IF NOT: all values that did not change between 3.0 to 3.1 should probably move
to general (as there is no disntiction between the versions, for example
MaxNumOf* ) or should be deleted and change the code that use it (for example
UseRtl8139_pv,LocalStorageEnabled)
