Line 47: public static Guid getQuotaIdToConsume(Guid quotaId, NGuid
storagePoolId) {
the quotaId is the preferred quota id which we want to consume from, the final
return value is the quotaId that eventually will be consumed from.
If the Data Center has disable quota status, then the quota that will be
returned is the default quota Guid.
If not then the quotaId that will be returned is the suggested quota Id we got
in the parameter
