stored proc GetAllVMsMigraqtingTo(VdsId) is counting only VMs in migrating to
the vds_id and status = 6 (MigrateTo) this means only VMs *AFTER* the handover:
SELECT DISTINCT vms.*
FROM vms
WHERE migrating_to_vds = v_vds_id
AND status = 6;
to get vms before the handover I changed it to 5 the host almost immediatly
goes to maintence, which is nice.
so the change needs to be to drop the status from the query, namely and filter
in java the Status so NonResponding treatment will not be affected
