can you elaborate more on the fix?
Why do we need a new stored procedure here?
Isn't the user_vds_group_permissions view enough?
Also, not sure how it related to the issue (I'm sure it does, but please 
describe the logic).
Is the issue that the user doesn't see the template? can't edit it due to 
insufficient privileges? 
If the user can't see the cluster in which the template is in, then perhaps we 
need to change the user_vds_group_permissions_view?
