core: Make the number of concurrent vds and irs connections configurable Allow tuning of apache HttpClients MaxConnectionsPerHost and MaxTotalConnections values, to increase command throughput. - Add VdsMaxConnectionsPerHost and IrsMaxConnectionsPerHost config values.
