why not use the existing 'rpm' goal in make?
much more simple for users that don't know rpmbuild...
so put these lines inside Makefile 'rpm' goal:
rpmbuild -ts -D "release_suffix ${SUFFIX}" <tarball>
rpmbuild --rebuild -D "release_suffix ${SUFFIX}" <srpm>
