I did this change, so that frontend-overlay is a standard web-fragment JAR as
per servlet 3.0 specification, defining common servlets and filters. I don't
like to have frontend-overlay as WAR just to copy ("merge") its resources into
WebAdmin/UserPortal WAR output during the build.
