Patch Set 2: The content of this file affects (in theory) the service, it is in /etc, so administrators will expect to be able to change them, like mostly everything in /etc, so it should be marked as %config so that the administrators can find it when running "rpm -qc". What is the big advantage of not marking it as %config?
