core: Rephrase SMALL_VG_METADATA event log. Reschedule STORAGE_ALERT_VG_METADATA_CRITICALLY_FULL to be printed every 15 minutes the same as it is printed for full disks events. Reschedule STORAGE_ALERT_SMALL_VG_METADATA to be printed every 12 hours instead of every 10 minutes, also removing GSS notion.
