I'm not sure. I suspect so.
I do know that tolua was built regardless of that setting when I started
working on it,
but I really don't know why.
It seems to make sense conditionalize tolua using BUILDTOOLS.
My guess is that this is a relic of when tolua would be run automatically
during the build if needed, rather than
requiring the "make tolua"to be run in 'src/'.
