The option does not just disable encryption for replies.
- If the parameter is set to 1, then encryption will be enabled.
- If the parameter is 0, then Enigmail will apply its usual defaults to
determine if encryption should be enabled or not (i.e. as if you would
write a new mail to someone).

That is, if you don't want to encrypt by default (not only for replies),
then I'd recommend that don't create a per-recipient rule, but that you
review your other settings, such as the sending options in the Enigmail
preferences.
