Try disabling "edge flip" in "virtual desktop settings".The other day, I went into enlightenment, and increased the virtual desktops to 2 per desktop. As a result, my bottom panel would not auto-unhide (I only have one panel, but a few test panels I created after this happened also had the same problem).
