Blackbox does not conform to NetWM standards for desktop backgrounds, hence your problem. E17 is still in pre-alpha, does not set a desktop background property, and will not support fake transparency - you'll have to wait until an Engage module for E17 is released.
Solution: Use Enlightenment DR16.
