Yes, so if that's an issue for you, don't bother with it.  But you'll
be hard-pressed to find a CMS that's both feature-rich and
flat-file-based.

What's your objection to a MySQL backend?  Do you dislike the DB
overhead, or is there something with MySQL in particular?  I believe
Tikiwiki supports several different backends.
