add an "old e hints" codebase
Just curious -
This is to set the _E_FRAME_SIZE hint. In e16 I just removed that one in
favor of _NET_FRAME_EXTENTS, which holds the same values.
Do any apps actually use _E_FRAME_SIZE? Googling for it shows nothing,
which is why I took it out.
