Here's my somewhat radical 2 cents. The term "taskbar" has always annoyed me because it doesn't actually fit what taskbars have been traditionally designed to do. Essentially they're a list of running applications. Not much else. I'd like to see something centered around "tasks". For example.

 - User opens an image editing/viewing application.
    - Taskbar changes to a new mode and displays things like:
        - A small "slideshow" or bar of recently edited/viewed images
- A group of tools that the user put in place that they like to have handy when editing images.
        - Links to their pictures dirs.
        - Links to their pictures website
- Maybe even extend the idea to enabling certain modules for these modes.

Now obviously this is not something that you'd want to happen for every application you run. And you will still want a convenient list of running applications, but it's far from the focus of the tool. So this may be something you'd "save the mode" for when you realize that it'd be useful to keep that configuration for a specific task.
