Something which has been brought up time and again is that the process for
submitting and getting a patch reviewed in EFL is not well known or
documented. Furthermore, getting a patch reviewed is challenging due to
lack of reviewers.

After spending some time on phab, I've come up with an easy solution:
everyone with commit access who is not a 'special project' contributor is
automatically added as a subscriber for all EFL patch submissions. This
afternoon, I enacted a test of this system to verify that it was
technically feasible.

My view is that anyone who is not a 'special project' member and does not
want to be included in this should opt to have their commit access revoked
if this measure is approved. Anyone who has the ability to commit directly
to the repository should be responsible for reviewing patches that they are
able to provide review on.
