Ideally submitting patches should also (with --option) attempt to push to a /dev/ branch.
The code I used to validate/verify adding and updating of projects/reviewers/subscribers is pretty hacky and could be cleaned up. Push to staging repo should be disabled using a --option or arcconfig variable (you'd have to diff vs upstream git-phab to see the staging repo thing).
