Add link to EXTERNAL C# reference guide
While the infrastructure in docs.enlightenment.org is being setup
we are going to host the DocFX autogenerated HTML in GitHub Pages,
in a mirror of this repository, in a "gh-pages" branch (only present
in the mirror).
