I believe a large amount of which was funded by gov and universities in its early stages, not sure though. Interestingly, a lot of the sub-projects under that umbrella depend on Java, which up to now was rather closed - now LGPL. I wonder if that would have any impact on subsequent work there. In any case Nathan, as I've stated before, if you feel comfortable with such licenses, then good for you. I just don't share that view. I see them as little more than clever scams, purporting 'true' freedom.
