hmm. why do u want to turn it off? i think this is more a matter for
policy/configuration as a whole (eg on a touchscreen you want it, but elsewhere
you don't), unless it's more a matter of disallowing a user from scrolling in
general? ie u want to display data and manually control the scroll position in
code?
