The package metadata for Maemo EFL is maintained as a separate project on maemo garage https://garage.maemo.org/projects/maemo-efl. What I usually do is to create the source packages with the gen-deb-src.sh script and then build them inside the scratchbox environment. After some basic QA, the sources are uploaded to the Maemo AutoBuilder which builds and include them to the extras-devel automatically.
