I understood your suggestion.
But I want to change the enablement of all widget effect at a time.
In the setting application like elementary_config,
if I set effect-off, the effects of all widget are unable.
Can I implement it with theme parameter?

It seems okay per se, but how do you plan to use it as most of the
effects are wisely done in the theme? IMO a better approach is to let
the theme control it, so using a no-effect theme for low end machine
would work best, the widgets that rely on C code to create effects
could query a theme parameter instead, like a global data "no-effects"
"1".
