Of course, as they are dependent in user's DBus session. The user session
is supposedly to be used by a single user, and thus user services (notify,
thumbnail, bluetooth obexd, media mpris... E17 remote controls!)

Likely you are trying to mimic Android security by having each application
in a separated user, or at least Samsung apps in a separate user. If you do
this you must start the DBus session as root, fix permissions of socket so
others can access it, then export the envvar to all users.
