You are right. I was not precise enough : Microsoft does not
officially provide a centralized mackage manager in Windows. The only
viable system is : every project provides its deps in its own
directory.

the centralized package system that you use is used by 1E-6% of
Windows users. I know at least 5 centralized package system, some not
listed by MinGW wiki, all of them not used by the most common Windows
users. What a common Windows user wants is a graphic installer (msi,
NSIS, InstallShield, etc...), imho.

As I said, I've been burned too many times by the MinGW folks, so I
won't do it as I'm sure I'll loose my time. On the contrary, if you
think that it is usefull for the MinGW community, you can tell them
that Evil is doing something similar than dlfcn-win32. And if they
want to improve it, no problem, I accept patches.
